IWF Reporting Portals Call for Evaluation Proposals

IWF Seeks an Experienced Evaluator to Assess Global Portals for Reporting of Child Sexual Abuse

In 2013, the IWF launched its first international reporting portal dedicated to reporting online child sexual abuse imagery and videos, allowing UK-based analysts to assess imagery and seek its removal. Since then, the initiative has expanded, establishing 53 portals across the globe. Starting in 2017, EVAC (now Safe Online) funded the creation of 30 additional portals, made possible through partnerships with various in-country stakeholders.

These portals offer a safe and anonymous reporting mechanism for over 2.7 billion people in more than 54 countries.

The program features locally branded portal webpages, simplifying the process for individuals to report directly to the IWF. Despite this extensive reach, the number of reports submitted remains low. An independent evaluation is essential to address this challenge, assessing the portals’ effectiveness and identifying the obstacles hindering their usage.

The Internet Watch Foundation (IWF) is seeking an experienced external evaluation partner to assess the effectiveness of its global reporting portals

What We're Looking For:

We require an evaluator or evaluation team with the following qualifications:

  • Extensive experience in conducting large, multi-stakeholder evaluations, especially in the global south.
  • Ability to work culturally sensitively across diverse locations and ensure an enabling environment for all key stakeholders.
  • Expertise in employing mixed methods for evaluation, incorporating both qualitative and quantitative approaches.
  • Proven skills in engaging stakeholders to promote participation and addressing potential power imbalances.
  • Capacity to provide actionable insights to improve the visibility, usage and efficiency of the portals.

The successful candidate will play a critical role in enhancing global efforts to combat child sexual abuse online and improve national responses to online child sexual abuse.

Key Responsibilities:

  • Assess the effectiveness, usability and sustainability of the portals.
  • Analyze in-country integration, promotional efforts and stakeholder collaboration.
  • Identify barriers to portal usage and recommend strategies for improvement.
  • Travel to selected countries to gather data and insights on portal usage and outcomes.

Project Timeline:

  • Duration: Approximately 10 months, ending no later than December 2025.
  • Budget: $107,000 USD (or equivalent in GBP) to cover fees and associated costs (including VAT where applicable).
  • Closing date for submissions: Wednesday 6 November 2024.
